Community Youth Plan

The history

In 2003, the Executive Committee of the Waterbury Prevention Policy Board came together to create a three-year Community Youth Plan, to help them establish where the Prevention Policy Board is going, and what they want to accomplish.

The Executive Committee wanted to collect data and address issues in the community, and needed a tool to address those issues. The Community Youth Plan was such a tool.

The creation of the Community Youth Plan took approximately six months. Throughout the process, the Executive Committee agreed that positive youth development was a high priority, and as such, the Prevention Policy Board needed a framework for positive youth development to enable community members to all see youth development the same way and all use the same youth development language and labels. Research was done and the Executive Committee chose the Search Institute’s 40 Developmental Assets. Through the 40 Developmental Assets, the Waterbury Prevention Policy Board is working to create an asset rich environment in Waterbury.

Once created, the Community Youth Plan was presented to the Mayor of Waterbury, and highlights the fact that the City of Waterbury and its organizations are working together on behalf of children and families.

The Community Youth Plan is the guiding force for the Waterbury Prevention Policy Board, and shapes the overall direction of the collaborative. The current Community Youth Plan is for 2005-2008.
